We are not renewing the domains.Is it possible they're doing a renew, then running the COR? Does a COR cost at the registrar level?

Yes a COR costs $18.43.

A Change of Registrant is a new domain license, and it comes with a new 2 year registration period which has nothing to do with the old one.Ok. It's probably just my misunderstanding. I thought a COR included a renewal of sorts to make the expiry 2 years from the change? So that's just included in the COR cost then?

It is now possible just not via VIPControl.
Ausreg responded to us Friday afternoon saying it is possible to perform a COR on an expired domain, but you can't update anything else, like contacts, etc.
If you submit a ticket to us and attention it to my I'll arrange for it to be manually started for you.
