Theres a very similar thing available for the marine enviroment, showing all ships, where they are docked, anchored off shore etc etc Shows the ships, images, speed, specifications etc.

Like Ned, I've been aware of such info for awhile now and as to Webponic's comment- oops http://www.travelbygps.com/articles/tracking.php It's not chip implanting, but considering that 50% to 60% of the 5+ billion mobile phone users globally have a smart phone with gps and at least 50% of them not aware of how to do anything but take photos and video shots along with chatting their friends on Facebook- they wouldn't jailbreak the phone or turn off the tracking on it = tracking human beings.
