Do registrars have to offer 1 year domain name renewals for AU domains?
My current registrar refuses to implement 1 year renewals but does offer 1 year registrations.

I don't think registrars are obligated to offer 1 year or 5 year renewals. It is probably expected that they eventually offer it but I don't think it is an obligation.
You have the power to transfer domains away at no monetary cost (all .au transfers are free) in order to motivate them to eventually offer it.
I think auDA is leaving it up to market forces to convince registrars to make the necessary changes. BTW Drop.com.au has made 1 year renewals the default and we also offer tiered pricing based on portfolio size if you are looking for a new registrar (hint hint).

crazy domains seem to not offer it.
i renewed some domains the other day and 2yrs was my only selection, i even changed from chrome to firefox to make sure it wasn't that as the drop field looked like it WANTED to show 1 year !!! ( a small space at the top )
so once i selected my renewal and went to cart it said " HEY, here's some others you should renew and SHOWED 1 year prices, which were exactly half the 2 year but when i selected 1 it took me to the cart and defaulted to a 2 year only selection.

so i cancelled everything so i could check and it happened again.

anyway, no big deal for me as i intend to still with 2 years for now until the dust settles.

2 or more is three fold, good to have them tied up with you, or bad for the next registrar if you transfer to them at no cost and also a company gets an influx of money that needs to be tailored on the books across many years.

Update.

My domain registrar was offering 1 year .com.au domain registrations and renewals in July 2018.
They are no longer offering that option. I contacted them to ask why and they made up some BS story about how they are working on implementing that feature even though they offered it before. It just shows the lengths registrars will go to, lying to customers for their bottom line.

This is what they said in an email:

" We want you to know that we are not only doing business for business’ sake. Because we value our customers and resellers, we want you to have the best prices the market could offer. And because these prices can increase over time, one way for us to guarantee that you will have the most reasonable deals possible is to have your domain names registered in longer terms. I do understand that you would want to have the option of having it registered on shorter terms as well. This is why our teams are currently working on accommodating shorter registration terms that would suit your needs. It might not be available at this time, but once it will be up in the market, I will personally send you an email to update you regarding these changes. - Dreamscape Networks Corporate Support Specialist "
