It's not a WP plugin but a jQuery plugin called Sticky Sidebar:

BTW, why don't you like sticky blocks/elements? I think they add a lot the the user experience

sticky: i have no reason other then they are constantly bouncing around, even the one i like annoys me

I am not a fan of things bouncing and poping on the screen as it distracts the readers eyes away from where you want them to be looking.
