Want To Buy Ads on the Bureau of Meteorology's website?

Was reading this article of SmartCompany:

"The Bureau of Meteorology will score $300,000 to conduct a trial of running advertising on its website. Apparently the ads won’t pay for themselves then!"

Why do they need to SPEND that much money to have people advertising on their site? Wouldn't it be making them money? Politics - go figure...
